Westchester County Police Reform and Reimagining Task Force
On June 1, following the killing of George Floyd, the County Executive acted quickly to pull together a working group charged with producing a report within 30 days the following responsibilities:
- To review the policies and procedures used at the Police Academy to train recruits and for those already working in law enforcement to receive in-training;
- To establish changes and reforms that are needed
A second component is a series of community conversations led by the Human Rights Commission and to held countywide to discuss racism, bias, etc.
On June 12, the Governor signed an Executive Order to reinvent and modernize police strategies and programs – requiring every police department to develop a reform plan with community input which must be submitted to the state by April 1, 2021.
The plan:
- Must address policies, procedures, practices and deployment
- Must certify that they have engaged stakeholders in a public and open process on policing strategies and tools
- Must be presented to the public for comment
- Must have legislative body certify plan
To reconcile both tasks, the Task Force expanded to 35 members, to include more than one public forum, and have a report ready for review to the Board of Legislators by the end of December 2020.

Police Reform Task Force Initial Report
On Feb. 9, 2021, the Westchester County Police Reform and Reimagining Task Force transmitted their initial findings to the Westchester County Board of Legislators for public comment, review, and additional work. Read the initial report, as developed by the Task Force and submitted to the Board of Legislators for public comment. This Task Force anticipates that the Board of Legislators may, in response to public comment, additionally modify this report.
