Westchester County Executive George Latimer announced that $1,010,469 million in HEAP funding continues to be available to help Westchester County residents struggling to heat their homes this winter. Now through April 24, applications are being accepted for the New York State HEAP Heating Program, the HEAP Clean and Tune Program and the HEAP Home Energy Repair and Replacement Program. The regular HEAP Program helps those who are having difficulty with the high cost of heating their homes, the HEAP Clean and Tune program allows for an evaluation of a home heating system, along with cleaning and tuning services of heating equipment, and the HEAP Energy Repair and Replacement program assists eligible households with the cost of repairing or replacing primary heating equipment. To help residents better understand the HEAP program and the application process, the Westchester County Department of Social Services (DSS) released a public service announcement.

Latimer said: “Winter is not over yet, and there is still an opportunity for our County to be hit with freezing cold temperatures. Too many of our residents struggle with the increasingly high cost of heating their homes, and HEAP funding can be especially helpful for our low income households, the elderly or any family that is in danger of having their utility service shut off. Find out how to apply for HEAP funds today.”

Commissioner of DSS Kevin McGuire said: “Meeting the most essential needs of our residents is a priority in Westchester County, and this important program provides necessary services for qualifying individuals and families.”  

Please use the following instructions to file an application for HEAP funding:

  • Visit the Westchester County DSS HEAP website to download an application, or find more information.
  • Visit the New York State Office of Temporary and Disability Assistance website and download an application
  • An application may be mailed to your home by contacting the Case Management and Information Center at (914) 995-3333.
  • Pick up a HEAP application in person at any Westchester County DSS District Office
  • Apply at any field-certified location such as WestCOP, CAP, COC, CAG offices etc.
