April 2, 2018 – County Executive George Latimer has appointed Marguerite Beirne as Commissioner of the Department of Information Technology (IT), Lennox Harris as Acting Deputy Commissioner of the Department of IT and re-appointed Lawrence Soule as the County’s Budget Director.

Latimer said: “These are three positions we have been eager to fill and we are enthusiastic about the individuals we have chosen to fill them. Marguerite and Lennox have an extensive knowledge of the County’s digital infrastructure and will be hard at work bringing it in line with today’s digital culture.”

Beirne is currently the IT Director for the Office of the Westchester County District Attorney.  In this capacity, she is responsible for all aspect of Information Technology, including infrastructure, software and security for the Office. Previously, Beirne served as the Commissioner for the Department of Information Technology for County; working for the County of Westchester beginning in 2006, first as Deputy CIO and in May 2008 she was appointed CIO.   

Harris currently serves as the County’s Network Engineer Manager where he is responsible for the design, plan, and engineering and operating of Westchester County’s Data Network and Security Infrastructure while coordinating and managing network engineering staff for all technical activities and network projects. Harris has served in this capacity since 2006.

Latimer added: “Holding this position currently, Larry knows what type of fiscal stress we as a County are facing. I look forward to working closely with him – and our entire team – on tackling the financial challenges us as a County are staring at.”

Soule will be continuing in his current capacity as the County’s Budget Director where he is responsible for the County’s $1.8 billion Operating budget, capital budget, Community College budget and water, sewer and refuse district budgets. Additionally, Soule is charged with maintaining a close working relationship with investment bankers, financial advisors, the state comptroller’s office and external auditors to coordinate the County’s fiscal affairs while also providing ongoing counsel to the County Executive and Board of Legislators with regard to the fiscal effect of policy and programs, and the overall financial status of the County and its operations.
