Funding Will Assist Local Municipalities With Design and Implementation of
Complete Streets Projects on Municipal Roadways

Westchester County Executive Ken Jenkins has announced $15M in funding for the Complete Streets Municipal Assistance Program. The Program is designed to assist local municipalities with up to 50% of project costs for Complete Streets Projects on municipal roadways. Projects are intended to enhance safety for all road users. They can include the design and implementation of sidewalks, bicycle lanes, bus lanes, crossing opportunities, accessible pedestrian signals, curb extensions, and associated streetscape treatments. Municipalities will have the opportunity to apply to Westchester County for funding for design and construction, or construction only.
Westchester County Executive Ken Jenkins said: “We are thrilled to have been able to allocate $15 million dollars in funding in our Capital Budget to implement the Complete Streets Municipal Assistance Program. Complete Streets is an approach to planning, designing and building streets that prioritizes the needs of all road users, including the most vulnerable, like pedestrians and cyclists. Complete Streets projects often require a collaboration between various stakeholders including local governments and transportation agencies, and we are confident that by providing the opportunity for municipalities to apply for this funding, we will create more vibrant and walkable communities throughout Westchester.”
Complete Streets are streets designed to enable safe use and support mobility for all users, including people of all ages and abilities, regardless of whether they are drivers, pedestrians, bicyclists or public transportation riders.
Westchester County Planning Commissioner Blanca Lopez said: “The much-awaited Complete Streets Municipal Assistance Program is finally being announced, and transportation planners at the Department of Planning are eager to collaborate with local municipalities on Complete Streets design and construction proposals. Senior staff at the Planning Department spent significant time in 2024 speaking with municipalities about their community initiatives and goals, and the implementation of Complete Streets policies was a common thread among many of them. We designed this program based on the feedback we received from our listening tour, and are thrilled to support local municipalities in this way. This funding opportunity will play a crucial role in ensuring that Complete Streets infrastructure across the County is consistent.”

Westchester County Planning Board Member Rob Baron said: “As vehicles on our streets are now bigger and heavier than ever, those of us outside them — walking, bicycling, standing on the sidewalks or at Bee Line Bus stops, even riding in smaller cars — are in danger. County funding of Complete Streets in our communities can help protect us from this threat.”
The Westchester County Planning Department will be offering four virtual information sessions to provide additional details on the following dates:
- Thursday, June 12 – 11 a.m.
- Monday, June 23 – 1 p.m.
- Tuesday, July 1 – 11 a.m.
- Tuesday, July 15 – 1 p.m.
All municipalities considering applying are strongly encouraged to attend a virtual session. To register, eligible applicants should reach out to Stephen Courage, Associate Transportation Planner at or 914-995-1622 to receive a meeting invitation.
Applications are available on the Westchester County Planning Department website. The application deadline is September 19, 2025.
