Health Care Center used CDBG Funding to purchase Handicapped-Accessible Van

Standing in front of the Greenburgh Health Center next to a handicapped-accessible van, Westchester County Executive George Latimer recognized National Community Development Week. Community Development Week, which is observed from April 5 through April 9, is held in honor of the CDBG Program, which is administered by the U.S. Department of Housing and Urban Development (HUD). CDBG funds can be used to support housing rehabilitation, youth and senior services, infrastructure improvements, small business assistance, park remodeling and other renovations. The Greenburgh Health Center used CDBG funds to purchase a handicapped-accessible minibus for its patients.

Latimer said: “Westchester County’s communities gain millions of dollars in funding each year from these programs, which is why we fought so hard to re-establish the Urban County Consortium in 2019. From that point until now CDBG funding totals $11.5 million across our 30 municipalities. Projects are moving more quickly to completion, and we are able to use the funds constructively for playgrounds or parkland, as well as for roads and other infrastructure needs that are so necessary for our villages and towns.”   

Commissioner of the Westchester County Planning Department Norma Drummond said: “Today we celebrate the accomplishments of all our CDBG-funded projects in Westchester. Whether they be playground improvements or the sidewalks that get us to those playgrounds; or even the water and sewer projects that are used every day, they are all critical pieces of the quality of life that we enjoy here in Westchester.”

Assistant Director of Operations Blanca Lopez said: “The CDBG program administered by the Planning Department for the Westchester Urban County Consortium provides much needed federal assistance to member municipalities and not for profit organizations that provided CDBG-eligible services to primarily low- and moderate-income residents living in these member communities. We are grateful to see that funding for the Consortium has increased each year, and that the Consortium membership has also expanded to 30 municipalities.”

Chief Executive Officer of the Greenburgh Health Center Judith Watson said: “CDBG funding for a handicapped-accessible van during the COVID pandemic, where the needs for the transport of wheelchair-bound clients have never been greater, is nothing short of a miracle. There are no words to express our profound gratitude for County Executive George Latimer for re-establishing the Community Development Block Grant Program in Westchester.”

National Community Development Week was created in 1986 to bring attention to the CDBG program, at a time when the program was facing scrutiny by Congress. The week-long celebration is now used as an opportunity for communities to promote, educate and advocate on behalf of the HUD program.
