Located in the Department of Health – Mount Kisco: Under the general direction of the Commissioner of Health, this position performs executive secretarial tasks; relieving the Commissioner of administrative detail by receiving and handling inquiries, complaints, and requests related to departmental activities from other County department heads, local and state officials, the press, and the general public. The incumbent is appointed by the Commissioner of Health and serves at the discretion of the Commissioner. This position also serves as the office manager of the administrative unit of the department, ensuring orderly and efficient administrative and clerical support. Supervision may be exercised over clerical and secretarial support staff. Does related work as required.

 

DESIRED:  High school diploma or equivalency and either:  (a) seven years of administrative, office management and/or secretarial experience, which must have included two years using word processing equipment; or (b) satisfactory completion of 30 credits* at a recognized college or business school may be substituted for each year of the above stated experience.

Located in the Department of Laboratories and Research – Valhalla: Under the supervision of professional laboratory personnel, an incumbent in this position performs advanced chemical, physical and bacteriological tests of environmental samples and other products which involve the accurate completion of a variety of standardized tests and procedures in the discipline of Environmental Science. Responsibility includes preparing media, solutions and standards, as well as maintaining equipment in accordance with established procedures. Incumbents are expected to assist higher level laboratory personnel in complex analyses. Work is performed in coordination with and responsive to other areas of the Department of Labs and Research. The incumbent must maintain a satisfactory rating of performance by the New York State Department of Health for those procedures for which approval has been granted to the laboratory. Supervision is not normally a responsibility of this class; however, incumbents may train, instruct and supervise technical and subordinate laboratory personnel on a project or temporary basis as assigned. Work is subject to shift assignment. Does related work as required.

 

REQUIRED:  High school or equivalency diploma and either:  (a) a Bachelor's Degree* in one of the chemical, physical, biological or environmental sciences and one year of laboratory experience and/or training in a recognized laboratory performing technical laboratory procedures in the field of environmental science; or (b) a Bachelor's Degree* which included at least twelve credits in one of the chemical, physical, biological or environmental sciences and two years of experience as stated in (a); or (c) six years of experience as stated in (a).

 

SUBSTITUTIONS: (1)  Satisfactory completion of 30 credits* towards a Master's Degree in Environmental Science or one of the sciences listed above may be substituted on a year for year basis for up to two years of the experience required above. (2)  Satisfactory completion of 30 credits* towards a Bachelor's Degree, which included at least twelve credits in one of the chemical or biological sciences, may be substituted on a year for year basis for up to four years of the experience required in (c).

Located in the Department of Laboratories and Research – Valhalla: Under general supervision, an incumbent of this class performs routine toxicological examinations of biological fluids, licit and illicit drugs, using chemical, physical and instrumental methods of analysis, and assists higher level laboratory personnel in complex analyses. Incumbents also perform chemical analyses for the quantitation of alcohol.  An incumbent may be required to function exclusively in a particular area or areas of laboratory functions. Additionally, incumbents may testify in court, as needed. This classification differs from the Toxicologist in that the higher level exercises independent judgement on complex analysis and participates in the training and supervision of lower level staff. Does related work as required.

 

REQUIRED:  A Bachelor's Degree* in Toxicology, Chemistry, Biology, Medical Technology or a related field, which must have included or been supplemented by twenty credit hours** of chemistry and either; (a) a Master's Degree** in one of the above stated fields; or (b) one year of recent Toxicology experience in a Toxicology Laboratory; or (c) one year of recent experience in either a pharmacology laboratory, a pharmaceutical laboratory, or a forensic drug laboratory which must have included experience with one or more of the following: GC (gas chromatography), GC/MS(gas chromatography/mass spectrometer), HPLC (high performance liquid chromatography), immunoassay testing and/or UV instrumentation.
