County Commits to Providing Changing Stations in all Public Facilities

Westchester County Executive Ken Jenkins has signed into law the Diapers Involve All Parents Regardless of Sex Act, also known as the DIAPRS Act, marking a milestone in the County’s commitment to families. This bipartisan legislation requires the installation of diaper changing stations in every County park bathroom and on each publicly accessible floor of County-owned buildings.
This bipartisan effort, co-sponsored by 13 legislators, recognizes the importance of equality in parenting. In the past, the lack of changing facilities in men’s restrooms forced many fathers and other caregivers to rely on less safe alternatives. The DIAPRS Act addresses that gap and makes it clear that childcare is a shared responsibility, regardless of who is providing it.
Jenkins said: “Every parent knows that caring for a child does not always happen on schedule, and diaper changes are part of the reality of parenting. With the signing of the DIAPRS Act, we are telling every parent and guardian that their role is valued and supported. Families in Westchester should never have to struggle to find a safe, clean space to care for their child.”
Deputy County Executive Richard Wishnie said: “By signing this bill, we are removing barriers and making sure that Westchester families have what they need to care for their children safely and with dignity. This is a small but meaningful step in building a community that supports all families equally.”
Westchester County Board of Legislators Chairman Vedat Gashi said, “The Board of Legislators was proud to pass this important legislation earlier this month because we recognize that modern parenting requires modern solutions. The DIAPRS Act ensures that all caregivers—whether they're fathers, mothers, or guardians—have equal access to the facilities they need to care for their children with dignity. This law reflects our commitment to supporting every family in Westchester County.”
County Legislator Colin D. Smith said: “I am proud to support the DIAPRS Act, as it underscores the fundamental principle that both parents share equal responsibility in the upbringing of their children. Historically, fathers have faced practical barriers such as the absence of changing facilities in men’s restrooms that have limited their ability to support their partners in childcare duties. Fatherhood merits the same respect and recognition as motherhood, and this legislation is an important step toward ensuring that equality.”
County Legislator Erika L. Pierce said: “Being able to change a diaper on the fly is no small need, and this legislation will help us make certain that every caregiver, regardless of their gender, can do that safely and hygienically. This is a real win for dads all across Westchester.”
The Department of Public Works and Transportation will now develop a plan to identify locations for installing changing stations, along with associated costs and a project timeline. By expanding access, Westchester County ensures that every parent has the resources they need to care for their child.
