Comprehensive Five-Year Local Workforce Investment Plan
Background:
On August 7, 1998, President Clinton signed into law the Workforce Investment Act (WIA).  This act replaces the Job Training Partnership Act (JTPA) as of July 1, 2000.  The goal of the WIA is “to consolidate, coordinate and improve employment training, literacy and vocational rehabilitation programs in the United States.” 

The act requires that each state: 

  • Appoint a State Workforce Investment Board (SWIB) to oversee the development of a statewide system.

  • Develop and submit to US Department of Labor a five year strategic plan.

  •  Designate Local Workforce Investment Areas (LWIAs).

The Chief Elected Official, who is official recipient of WIA funds for each Local Workforce Investment Area, is required to:

  • Appoint a Local Workforce Investment Board (LWIB) and a Youth Council to develop and administer the local workforce investment system.

  • Develop and submit a strategic five year plan to the Governor

  • Develop a One Stop services delivery system that focuses on meeting the needs of local business and provides universal access to job seekers to employment and training information that will best guide their occupational decisions.

In preparation for the implementation of WIA locally, Westchester and Putnam counties have submitted a joint application to the Governor’s Office to be designated a Workforce Investment Area.   The Governor’s Office has requested that each local area submit its Local Workforce Investment Plan (LWIP) by February 28, 2000.  Prior to its submission the draft LWIP must be published for a 30-day period to solicit public comments. The proposed Westchester/Putnam Local Workforce Investment Area has hereby published its draft plan for interested parties to review and comment. 

Please note that this is a work in progress and will be revised based upon the following:

  • public comments received and

  • approval of the Chief Local Elected Officials and the Local Workforce Investment  Board (soon to be announced).

The final plan that meets all the stated requirements will be forwarded to the Governor by February 28, 2000.
