Series 176
Department of Social Services: Building and Power Plant Division Reports. 1943-1951.
Less than 1 cubic ft. Chronological.
Reports of repairs and improvements to the various buildings used by the Department of Welfare. Includes figures for machinery output, cost and repair; coal, electric and gas consumption; laundry statistics; and reports of commodities produced by the County Farm.

Department of Social Services: Historical and Memorial Records. 1830-1974.
Less than 1 cubic ft. Chronological.
Materials about the organization, policies and history of the department, and about social services developments in New York State. Includes chronologies, speeches, articles, clippings, and memorials to members of the department. Of particular interest are photocopies of the 1830, 1831 and 1836 Almshouse Reports, and a copy of an 1856 State Senate Inspection of "New York Poor Houses, Lunatic Asylums and Orphan Asylums."

Department of Social Services: Social Welfare Department Monthly Report Bulletins. 1961-1967.

Published monthly reports of the department, written for general public distribution. These describe programs and services and offer rationales for policy. Subjects are topical for their times, including such issues as aging, literacy, aid to dependent children, the "War on Poverty", and Cuban refugees.
                         
Series 179
Department of Social Services: Almshouse Records. 1854-1917.
7 reels; 25 volumes. Various.
The Westchester County Almshouse was established in 1828 by the Board of Supervisors, at the direction of the State of New York.  Prior to this time, responsibility for the care of indigents, the insane, orphans and abandoned children was held by the individual towns of the county.  The records document inmates' admissions and discharges both by inmate number, and by placement from the various towns within the county. Various financial and property records reflect the care and destiny of the Almshouse residents once they came under the county’s care.  Finally, some of the records specifically address the care of children at the Almshouse, and the connection between the Almshouse and other charitable institutions established for the care of  children.

Some of the most detailed information about Almshouse inmates is found in the inmate records organized by inmate number (1875-1908).  Many of these, particularly the earliest ones, provide information on the inmate's nativity, health, personal habits, as well as an unflinching assessment of his/her chances for returning to life beyond the Almshouse.  An index for these records in being created and will be available on this website in the near future.

Work Projects Administration Cemetery Records, Revolution to World War I
8,800 items Alphabetical.
Index cards with biographical and service information for veterans (including soldiers and nurses) from the Revolutionary War through World War I buried in cemeteries located in Westchester County.  Records were created by Work Projects Administration in late 1930s; source(s) for information recorded for each veteran is unknown.  Each index card contains such information as place and date of birth, record of service, commendations, hometown, cause and date of death, and burial site.  Amount of information available for each veteran varies.  Series also includes maps of cemeteries in county with graves of veterans and war served in (although not name) marked.  Personal name index is available online along with an index of cemetery maps.

Indexes of maps filed in the County Clerk's Office. Entries include date of map, date filed, type of map, map number and the town in which the property is located.

Marriage Certificates Index. 1908-1936 (gaps).
14 v. Chronological, and then Alphabetical by Name of Bride or Groom. Index to Series 169.
Usually includes a separate entry for bride and groom, certificate number, year of marriage and, in some cases, the volume number and date of the marriage record itself. Certificate numbers in these records are those assigned by Westchester County and do not match New York State Health Department numbers.  Index for most records through 1930 available online.

Forms which include, for both bride and groom, names, ages, race, information on previous marriages, town of residence, occupation, birthplace, parents names and birthplaces. Also includes date of marriage license, date of marriage, place of marriage, name of person officiating, and names of witnesses.

Monthly reports by municipal clerks to the County Clerk listing all marriage licenses issued for the month. Reports include name of municipality, name of clerk, name and address of bride and groom, date license issued and fee paid. These records are most helpful when no other marriage record survives.

V. Everit Macy Papers, 1900-1977 (bulk 1922-1930).

V. Everit Macy (1871 -1930) held a succession of elective offices in Westchester County: Commissioner of Charities and Correction (1913-1919), Commissioner of Public Welfare (1925) and Commissioner of Parks (1926-1930).  The papers in this series were donated by his grandson, N. Everit Macy.  With the exception of a few reports from county boards on which he was elected, the collection focuses primarily on Macy’s non-governmental activities.  About one-third consists of two separate biographies, each commissioned, but never finally approved by him or his family and, consequently, never brought to publication.  Personal correspondence documents Macy’s interest in excavations at Sardis in Turkey (bulk 1922-1927), problems of leadership at the site, and discussions with the Turkish government over removing artifacts discovered there.  Macy arranged for a considerable collection of Sardis sculpture and artifacts be delivered to the Metropolitan Museum of Art in New York City.  Other donations he secured for the museum included treasures from the Egyptian tomb of Tutankhamen and a fine personal collection of majolica.  This archaeological interest extended throughout Macy's lifetime. In 1921 he invested in the Yonkers Statesman newspaper and bought it from other investors in 1924, adding other local papers in 1926. His son, Noel worked as a reporter at the Statesman  before becoming publisher of several other Westchester papers. Correspondence about the Macy family interest in these newspapers from 1921-1930 is present.  The collection also includes V. Everit Macys’s personal copies of Westchester County commission reports from departments in which he served and two oversize scrapbooks (Series 188) of news clipping and articles about Macy’s political career, some of their family charitable interests and personal friends.  A selection of clippings particularly illustrates the political attacks, many unjust, which Macy had to endure in the public press.  And they document his rejoinders, among which was a strong support for the benefits of buying up land for parks and parkways in Westchester.  Memorial letters and articles in the scrapbooks show that the accomplishments of V. Everit Macy were appreciated on a national level. Memorial tributes, obituaries, and letters of condolence about the deaths of V. Everit Macy (d. 1930), his wife, Edith Carpenter Macy (d. 1925), and a book of tributes written by friends of Mrs. Macy are also included in the collection.

Registration volumes prepared by the Board of Elections. Registers are either "Personal" or "Non-Personal" each year. Both Personal and Non-Personal Registers include information such as voter's name, address, party enrollment, age and date of registration. Personal Registers include additional information such as citizenship data, marriage status, length of residence in the state and county, residence at time of last vote, tenant information and business information.

Playland Commission Minutes. 1940-1969.
10 v. Chronological.
Minutes of monthly meetings which record appointments to office, personnel and salaries, budgets, concession fee schedules, repairs, and construction plans. There is some evidence of the interaction with surrounding communities. The 1968 minutes include correspondence with the Board of Supervisors about who should exercise authority over Playland.

Lists of steam- and sailboats against which liens had been placed. Entries include name of the vessel, person claiming lien, amount of lien, and date and time of day of filing. Vessel type and name of owner are sometimes present.

Correspondence, narratives, minutes, forms, contracts and by-laws of the Westchester Academic Library Directors Organization (WALDO). The records document the growth of the Organization and its development of an online cooperative catalog, PALS. The County Archives is an associate member of the consortium and maintains the organization's archives.

Health Department Annual and Statistical Reports. 1930-1982 (gaps).
1.16 cubic ft.  Chronological in two subseries.
Annual and statistical reports created by the Health Department of Westchester County. The annual reports begin with health events of the past year, followed by more detailed descriptions of data; some tables and charts are included.  The data progresses from the general with the population of Westchester for that year, to the number of births, deaths, and people who contracted or died of disease and other abnormalities or accidents. A mental health report is also included. Information pertaining to the division of public nursing (number of registered nurses working in Westchester, activities and meetings that have taken place, and those studying to be nurses currently working in Westchester) and data on the environment and sanitation are also included in the reports.

Less than 1 cubic ft.  Chronological in three subseries.
Bound volumes of the Westchester County Department of Health newsletter; two issues of “Health News”, the New York State Department of Health newsletter for January 1930 and May 1941; and a 25th anniversary report on the health of Westchester published in 1955. The weekly Department of Health newsletters primarily contain information concerning health in Westchester and health and medicine in general.  Statistical information is included such as number of cases, age groups, and deaths, and clinic schedules for patients suffering from diseases such as cancer and tuberculosis.

Environmental Health Services Annual Reports, 1960-1973.
Less than 1 cubic ft.  Chronological.
Annual reports created by the Division of Environmental Sanitation of the Westchester County Department of Health.  The reports contain information concerning the department’s investigations, actions and preventions concerning the environment of Westchester County.  This included sewage treatment, the public water supply, and air pollution.  The reports also investigated milk pasteurizing plants, organizations that handled food, mosquito detection, and animal bites; various charts and tables are included in the reports.  There are notes, drafts, and memorandums concerning the reports that accompany various copies of the actual reports.  An evaluation of the 1962 report by the New York State Department of Health is included.
