The NYS "STAR" Programs
New York State has three so-called STAR Programs: Basic, which almost all homeowners can qualify for; Enhanced, for income-qualifying seniors; and Middle Class, a program that was launched in 2007 and continues in 2008.

County Executive Andy Spano is concerned that thousands of homeowners are not getting the rebates they are entitled to because they don't know about the Star programs or fail to apply for them.

The mailing of all Westchester County 2008 Middle Class STAR Rebate checks by the New York State Department of Taxation and Finance, for those who received rebate checks last year, is scheduled to be completed on or before October 31, 2008.  If you have received a notification letter from the New York State Department of Taxation and Finance to apply for your rebate, please apply as soon as possible but no later than December 31, 2008.  All eligible should hear from the New York State Department of Taxation and Finance on or before November 8, 2008.
