An initiative by the County Executive Andrew J. Spano and the  County Board of Legislators to improve consumers' rights, lower costs, and foster fairness, honesty, and competition in the garbage and recycling industry.

Complaints  

If you have a complaint about your carting service, your carting contract, or anything else concerning the carting industry in Westchester County, including illegal dumping, you can call the Solid Waste Commission directly at (914) 813-6850.  Or, if you want to make your complaint anonymously,  you can call the Commission’s HOTLINE @ (914) 813-6855 and leave a message.  In that event, if you  wish to be contacted by a Commission staff member, please leave a phone number. All calls are kept confidential.

 

Municipal Licensing

Companies and individuals seeking to operate in the solid waste and recyclables hauling industry in Westchester County must be aware that not only must they obtain a license from the Solid Waste Commission, they may also have to obtain a license from individual municipalities within Westchester that have their own licensing requirements.  Companies should contact each municipality in which they intend to provide carting services in order to determine each municipality's licensing requirements.

Customer and Hauler Service Registry
The Commission has created this customer and hauler service website so that businesses and residents can seek the best service and price in negotiating any new contract. New contracts may be entered for a maximum of 2 years and must include the “Customer Bill of Rights” within the contract terms.

The Westchester County Solid Waste and Recyclables Collection Licensing Law Chapter 826-a of the Laws of Westchester County) requires comprehensive licensing and background checks of all applicants for a solid waste hauler’s license, as part of a major effort by Westchester County to reduce the influence of organized crime in this industry.

All haulers are required to furnish all customers with the “Customer Bill of Rights” any contract not containing such language may be considered null and void.

Customer information will remain on this site for haulers to access for a period of 30 days. Subsequent to the 30 day period, customers may re-register, if desired.

Haulers on the List of Licensed Trash Haulers have been issued Licenses or Permits to Operate by the Solid Waste Commission.
Customer Bill of Rights

Chapter 826-a of the Laws of Westchester County provides for a "Customer Bill of Rights."   This major provision outlines the rights of all customers within Westchester County. The Customer Bill of Rights must be included in every service contract entered into between a customer and a hauler.  If the Customer Bill of Rights is not included, the contract is invalid.

Customers who believe that a hauler has violated any provision of this Law should contact the Solid Waste Commission.
