Charlene M. Indelicato

Charlene M. Indelicato has concentrated her practice in the areas of real estate, land use and zoning, and municipal law. Ms. Indelicato's experience of over twenty years with municipal board and officials has given her extremely valuable experience in the strategic and political planning aspects of real estate development applications. She has extensive experience bringing together experts and leaders from various disciplines and political forums to resolve legal and technical problems in real estate development and related environmental matters. She offers special experience in project management, municipal finance and strategic land use planning analysis.

Immediately prior to her appointment as County Attorney, Ms. Indelicato was in private practice with the Law Offices of Charlene M. Indelicato, and was a part-time Town Attorney for the Town of Mamaroneck. Ms. Indelicato previously served as City Manager and legal counsel for the City of New Rochelle. As Corporation Counsel and then City Manager, Ms. Indelicato played a leading role in all facets of New Rochelle's urban renewal effort. She also served on the Board of the New Rochelle Industrial Development Agency (“IDA”). Ms. Indelicato's government experience includes her roles as legal counsel to the Borough President of the Bronx from 1981 to 1983.

Ms. Indelicato practiced in the private sector as an associate with O'Dwyer and Bernstein, focusing on labor matters and civil litigation and as an associate with Galef and Jacobs, practicing in land use, zoning and municipal law. Prior to that, she served as law assistant to the Honorable Justice Harold Silverman, Trial Part, Criminal Term. She received her undergraduate degree from St. John's University and her law degree from Pace University School of Law. As an adjunct professor at Pace University School of Law, she taught Municipal and Metropolitan Governance.

In February 2001, Ms. Indelicato became the Westchester County Attorney and is legally responsible for representing Westchester County in all civil matters. The Office of the Westchester County Attorney consists of four bureaus: (1) Litigation, (2) Appeals, Opinions and Legislation, (3) Contracts and Real Estate, and (4) Family Court, with approximately 70 attorneys under the general supervision of the County Attorney.

As County Attorney, Ms. Indelicato is a lively advocate in various aspects of the legal community. She has been an active participant of the County Attorneys Association of the State of New York and has held the positions of President, Vice President and member of the Board of Directors. In addition, she is a member of the New York State Bar Association’s (NYSBA’s) Special Task Force on Eminent Domain, as well as NYSBA’s Committee on Attorneys in Public Service - Subcommittee on Legislative Affairs. Finally, Ms. Indelicato has lectured on various municipal topics and has written several articles relating to government, law and policy.
