The
children’s mental health system makes every effort to facilitate youngsters’
remaining in their own homes and communities. However, a limited number of
residential placements are available for Westchester youngsters with emotional
disturbance who must live apart from their families. These residential
programs vary in their approach and degree of supervision. Generally, the
goal is to return children to their families and communities, and work with the
family continues throughout the residential placement.

Residential Treatment Facilities (RTF’s) serve Seriously Emotionally Disturbed
children and youth ages 5 to 17 on admission requiring supervised,
comprehensive, residential mental health treatment on a 24-hour basis, with
anticipated length of stay exceeding six months. Services are provided on
premises and are integrated into the treatment plan. Program fills gap
between psychiatric hospitalization and less-structured group settings.
Application
for RTF admission is made through the Hudson River Region Pre-Admission
Certification Committee of the New York State Office of Mental Health, but must
come through Westchester’s Single Point of Entry process. Youth
determined eligible for RTF admission are referred to the most appropriate
facilities throughout New York State. RTFs located in Westchester are
Goldsmith Center and Linden Hill RTFs both in Hawthorne, New York and
Children’s Village in Dobbs Ferry, New York.

Service: A
community residence provides closely-supervised group living situation for SED
children and is less restrictive than residential treatment. Strong
connections provided to day treatment, clinic programs, family support and
community resources.
A therapeutic environment
is provided for eight SED children between the ages of 7 and 10½ years of age
at admission. Program includes structured daily living activities,
instruction in problem-solving skills, behavior management, and caring,
consistent adult relationships.

Service:
Family-Based Treatment is an intensive family-oriented therapeutic model;
“professional parents” (clinically trained surrogate parents) work with SED
youth in home of the professional parent(s), and are responsible for youth’s
care and development of appropriate behavior. Professional parents are
provided with intensive supervision, clinical back-up and well-structured
support and respite system.
Treatment
of SED youth in a therapeutic, home-like environment. Provides least
restrictive out-of-home placement for SED children up to age 18. Five
professional families work together in a cluster with one additional respite
family and one social worker. Currently, four clusters serve maximum of 20
children.

Service: A 16-bed short-term psychiatric crisis residence for boys and
girls ages 5 to 17. Provides assessment treatment and stabilization.
Includes individual, group and family treatment.
