Located in the Department of Environmental Facilities – Yonkers: Under supervision, incumbents perform a variety of recurring light and heavy manual laboring activities in grounds maintenance, building maintenance or at other County facilities. Work involves the performance of unskilled or semiskilled manual tasks that are readily learned on the job.  The majority of work assigned is routine and repetitive in nature and once learned, can be carried out without difficulty and without direct supervision.  Incumbents may occasionally perform some higher-level tasks when assisting higher-level maintenance staff. Work assignments are verbal, in writing or are standard operating procedures. Once trained, workers are expected to perform many assignments with independence, exhibiting some initiative and judgment in typical work situations. Incumbents do not have responsibility for making difficult or technical work decisions. This class differs from the class of Maintenance Worker (Utility), which requires higher-level technical and mechanical skills, more frequent use of complex tools and greater understanding of the scope of work to be performed.  In addition, Maintenance Workers are expected to exhibit more initiative and judgment in non-routine work situations than Maintenance Laborer (Utility). Incumbents may function in a lead capacity over seasonal or temporary staff.  Does related work as required.

 

REQUIRED:  Either:  (a) a high school or equivalency diploma; or (b) one year of experience in grounds maintenance, general maintenance and repair work, or general cleaning work; or (c) one year of experience in the operation of automotive equipment such as a tractor, truck or related equipment*; or (d) a satisfactory equivalent combination of the foregoing training and experience as defined by the limits of (a), (b) and (c).

 

SPECIAL REQUIREMENTS:  (1) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety. Located in the Department of Environmental Facilities – Port Chester: Under general supervision, incumbents of this class independently perform a wide variety of skilled labor, semi-skilled trades and repair activities in either grounds or building maintenance, or at other County facilities.  An incumbent may work in a broad range of trades or may be assigned primarily to one trade, depending on departmental needs and employee skills. Workers may assist higher-level, skilled trades workers, or work alone in the more routine aspects of a skilled trade.  Some incumbents will function as a “building superintendent” by performing routine maintenance and repair independently, and calling in skilled trades workers for more complex repairs.  Typical work situations involve using initiative and decision-making skills in performing assignments that are given verbally, in writing and for those that are self-prioritized. Incumbents are expected to exercise judgment by independently making a variety work decisions, such as deciding which projects should be performed by higher-level maintenance personnel. This class differs from Maintenance Worker (Utility) in that incumbents independently perform work involving semi-skilled trades as well as skilled labor, and work usually involves a greater level of independence in choice of method and priority. Depending on assignment, incumbents may function as an apprentice to journeyman-level trades workers. Although supervision is not a responsibility of this class, incumbents may provide oversight and guidance to lower-level maintenance employees.  Does related work as required.

 

REQUIRED:  Five years of work experience, three years of which must have been in grounds maintenance or general maintenance and repair work.

 

SUBSTITUTIONS:  (1) Satisfactory completion of high school, or possession of an equivalency diploma, may be substituted for the two years of general work experience.  (2) Satisfactory completion of a pertinent high school level vocational course may be substituted for one year of the specialized experience.  (3) Satisfactory completion of a pertinent one or two year post-high school or trade school program may be substituted on a year for year basis for the specialized experience.  (4)  Satisfactory completion of 30 college credits* may be substituted for one year of the specialized experience.

 

SPECIAL REQUIREMENTS: (1) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety. Work is performed with considerable independence and work may result from written or oral instructions. The incumbent may work as part of a crew or as lead worker on specific projects and may supervise a number of lower level maintenance and labor employees. The journeyman is fully proficient in the skills and practices of the trade, with the full knowledge of the principles, tools and techniques. The journeyman has responsibility for determining the methods, techniques, materials, and/or devices best suited to complete projects. Work at this grade may be completed with little or no check during progress or on completion. Supervisor may check overall work to see that it meets trade standards. Does related work as required.

 

REQUIRED:  A high school or equivalency diploma and either:  (a) four years of experience which involved the installation, inspection, routine maintenance and repair of mechanical equipment; two years of which must have been in a water treatment plant or pumping facility; or (b) satisfactory completion of a two year post high school or trade school course* in electrical, plumbing and/or HVAC and two years of experience as stated in (a), both of which must have been in a water treatment plant or pumping facility.

 

SUBSTITUTION:  Satisfactory completion of 30 credits*, with a major course of study in Mechanical Engineering, Mechanical Technology, Construction Technology, the Mechanical Trades or a related field, may be substituted on a year for year basis for up to two years of the above required general work experience. There is no substitution allowed for the two years of specialized experience required above.

 

SPECIAL REQUIREMENTS:  (1) Possession of a valid license to operate a motor vehicle in the State of New York will be required at time of appointment and maintain same while in the title. (2) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety

 

NOTES:  (1) Apprenticeship training or training gained by the completion of technical courses in mechanical maintenance and repair at a school or institute or branch of the armed Services may be substituted for the above training and experience on a year-for-year basis.  There is no substitution allowed for the two years of specialized experience required above.  (2) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment.  Part-time experience will be prorated based on a 35 hour workweek.  (3) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.

 

*SPECIAL NOTE:  Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Education Department as a post-secondary, degree-granting institution.

REQUIRED: Possession of a Grade IIB (or higher) Certification as a Water Treatment Plant Operator and Grade D certificate issued by the New York State Department of Health under Part 5 of the State Sanitary Code and high school, trade school or equivalency diploma and five years of experience  (pre or post certification) where the primary function of the position was in the operation and maintenance of a water treatment plant, two years of which must have been in the operation of a Water Treatment Plant.

Located in the Department of Environmental Facilities – Peekskill: Under the general supervision of the Assistant Director of Wastewater Treatment, an incumbent manages the daily operation of a wastewater treatment plant.  The incumbent is responsible for supervising the safe and efficient operation of the wastewater treatment plant, including sludge handling and disposal.  The incumbent ensures proper staffing and supervises a large number of operations and maintenance personnel.  Does related work as required.

 

REQUIRED:  High school or equivalency diploma and possession of a Certificate as a Grade 4A Wastewater Treatment Plant Operator issued by the New York State Department of Environmental Conservation, five years experience (pre or post certificate) in the operation of a Grade 4A wastewater treatment plant, and two years of supervisory experience in a Grade 4 or 3 wastewater treatment plant, wastewater pumping plant or an ancillary facility.

 

SUBSTITUTION: Satisfactory completion of 30 credits* towards an Associate’s or Bachelor’s Degree* in Environmental Science or Mechanical Engineering, or closely related field, may be substituted on a year for year basis for up to four years of the above stated general experience. There is no substitution for the two years of supervisory experience.
