Located in the Department of Social Services – Various Locations: Under general supervision, an incumbent of this class, located in the Department of Social Services or at Westchester Community College, performs moderately complex eligibility and clerical support functions to assist program and/or administrative staff in determining the eligibility of customers or students for various Federal and State funded programs. For the Department of Social Service, programs include Temporary Assistance to Needy Families (TANF), Emergency Assistance to Families (EAF), Emergency Assistance to Adults (EAA), Housing, Medical Assistance, Medicaid, Food stamps (SNAP), Child Support Enforcement, and numerous other temporary assistance programs and services. At Westchester Community College, the work involves determining eligibility for financial aid. An incumbent assigned to either department is expected to learn applicable program regulations, policies and procedures to relieve superiors of the more routine tasks and support functions associated with the eligibility process, including contact with customers, vendor agencies or students to provide information about programs as well as gather information relating to cases and student records in all phases of disposition. Work also includes using a variety of database management systems such as the state’s Welfare Management System or the College’s database system, PeopleSoft, and other departmental databases to gather case information or information for student records to support case processing and management, reporting and tracking. While supervision is not a responsibility of this class, incumbents are expected to provide guidance to lower-level clerical support staff as needed. Does related work as required.

 

REQUIRED: Possession of a high school diploma or equivalency and three years of clerical experience, one year of which must have included the use of automated systems and involved the processing, examination or evaluation of completed forms.

 

SUBSTITUTION: Satisfactory completion of 30 credits* may be substituted on a year for year basis for each year of the above stated experience.

 

NOTES: (1) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment.  Part-time experience will be prorated based on a 35 hour workweek. 

(2) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by

the job description or examination announcement.

 

ONLY EXPERIENCE GAINED AFTER ATTAINING THE MINIMUM EDUCATION LEVEL INDICATED IN THE MINIMUM QUALIFICATIONS WILL BE CONSIDERED IN EVALUATING EXPERIENCE.

Located in the Department of Public Work and Transportation – White Plains: Under general supervision, an incumbent performs a variety of journeyman level building maintenance and repair jobs including inspecting buildings to determine the need for repair; planning and laying out work to be done, and estimating the cost of materials and staffing requirements. This classification is distinguished by the fact that while an incumbent may be more proficient in a specific trade, the nature of the work is such that assignments may cross into all aspects involved in the maintenance and repair of buildings, equipment and grounds. Work is performed with considerable independence, but in most instances, results from written or oral instructions. The incumbent may work independently, as part of a crew or as lead worker on specific projects and may supervise a number of lower level maintenance and labor employees. The journeyman is proficient in the skills and practices of a variety of trades, with full knowledge of the principles, tools and techniques used. The journeyman has responsibility for determining methods, techniques, materials, and/or devices best suited to complete projects. Work at this grade is completed with little or no check during progress or on completion. Supervisor may check overall work to see that it meets trade standards. Does related work as required.  

 

REQUIRED: Either: (a) high school or equivalency diploma and four years experience in trade; or (b) graduation from a two year post high school or trade school course* and two years experience in the trade; or (c) seven years of work experience, five of which must have been in the trade; or (d) a satisfactory equivalent combination of training and experience as defined by the limits of (a), (b), and (c).

 

*SPECIAL NOTE: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Department of Education as a post-secondary, degree-granting institution.

 

NOTES: (1) Repair includes a variety of trades including but not limited to plumbing, electricity, masonry, painting, and carpentry. SPECIAL REQUIREMENTS: (1) Possession of a valid New York State Driver’s License appropriate to the type of equipment operated. (2) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety.
