Located in the Department of Health – New Rochelle:  Under the general supervision of the Assistant Commissioner of Health (Services for Children with Disabilities), the incumbent of this position is responsible for providing oversight to programs for infants, toddlers and preschoolers with special needs. The incumbent administers the day to day operations for the Children with Special Needs Services Unit involving administrative planning, coordination and monitoring of all aspects of both the Early Intervention and Preschool Programs. Frequent and extensive contact occurs with school district personnel, families of children with special needs- ages birth through 5, service providers and community partners such as DSS and Community Mental Health. Supervision is exercised over a number of professional and administrative support personnel. Does related work as required.

 

REQUIRED:  Either: (a) a Master’s Degree* in Special Education and five years of experience in a facility or agency where the position was primarily responsible for the administration or management of a program providing educational and/or clinical services to children (ages birth to 5 years) with special needs, three years of which must have been at the supervisory level; or (b) current licensure to practice Speech Pathology, School Psychology, Occupational or Physical Therapy and five years of experience as described in (a).

 

SPECIAL REQUIREMENTS

 

1.     Possess and maintain a valid license to operate a motor vehicle in New York State, while in the title.

2.     Possess permanent certification by the New York State Education Department in Special Education (N-Grade 6) or (Birth-Grade 6) at the time of appointment, and maintain same while in the title.

Located in the Department of Public Works and Transportation – White Plains:  Under general supervision, incumbents of this class perform skilled laboring activities that involve using skills that have been learned on the job and require some independent judgment as to method and priority in grounds and building maintenance or at other County facilities. In addition, incumbents perform a variety of light and heavy manual laboring activities. Incumbents assist higher-level maintenance workers by independently performing tasks as result of verbal or written instructions, work orders or standard operating procedures, and/or regularly act as crew leader. Incumbents are expected to deal with common work problems as they arise and use judgment in determining when situations should be referred to a supervisor for direction. This class differs from Maintenance Laborer (Utility) in that incumbents perform a wider variety of assignments requiring greater technical knowledge and skill, and are expected to have a greater understanding of the scope of work to be performed. Additionally, Maintenance Workers are expected to exhibit more initiative and judgment in non-routine work situations. This class functions at a lower level than Maintenance Mechanic I (Utility) who independently performs work involving both semi-skilled trades as well as skilled labor tasks. Work in the higher title involves a greater level of independence in choice of method and priority. Supervision is not a responsibility of this class, but incumbents may function as lead worker. Does related work as required.

 

REQUIRED:  Three years of work experience, including one year of experience in grounds maintenance or general maintenance and repair work.

 

SUBSTITUTIONS:

 

1. Satisfactory completion of high school, or possession of an equivalency diploma, may be substituted for the two years of general work experience.

 

2. Satisfactory completion of a pertinent high school level vocational course may be substituted for the one year of specialized experience.

 

3. Satisfactory completion of a pertinent one or two year post-high school or trade school program may be substituted for the one year of specialized experience.

 

SPECIAL REQUIREMENTS:  (1) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety. Located in the Department of Health – White Plains:    Under general supervision, an incumbent of this class is responsible for collecting and analyzing health and medical data from multiple sources and developing comprehensive reports and statistical information to be used by management, administrative and/or medical professional personnel in either the Westchester County Department of Health or the Westchester Medical Center. Responsibility includes the development of administrative controls, and of recording and reporting procedures in the tabulation of the data to insure accuracy, relevancy, consistency, and timeliness.  Work involves the establishment and maintenance of effective working relationships with medical, professional and administrative personnel.  Incumbents must be familiar in the use of electronic equipment in storing, compiling and reporting medical data in various formats to meet information needs.  Supervision may be exercised over a small number of clerical support personnel.  Does related work as required. 

 

REQUIRED:  A Bachelor's Degree* and either (a) two years of experience where the primary function of the position was the statistical analyses of health or medical data using statistical software or other relevant software such as SPSS, SAS, Access, ECLRS, CDESS or Oracle; or (b) two years of experience where the primary function of the position was systems analysis of health or medical data programs which included analyzing and reporting health or medical data. 

 

SUBSTITUTION:  A Master's Degree* in Epidemiology, Biostatistics, or Statistics or a Master of Public Health with a concentration in Epidemiology or Biostatistics or a Master’s Degree which included a minimum of 9 credits in Epidemiology and/or Biostatistics may be substituted for both years of the required experience.
