Located in the Department of Public Works and Transportation – White Plains: Under general supervision, incumbents of this class perform engineering work by preparing preliminary and final engineering designs and plans. This is the full-performance level of the Engineering series where incumbents are expected to use independent judgment in performing work on projects of considerable size or on several smaller projects. Other duties involve coordinating activities with other sections of the department as necessary; preparing and implementing project timelines; preparing reports and keeping detailed records relating to work completed; collaborating with municipal agencies as needed, dealing with contract personnel to ensure project objectives are met and ensuring that projects and their various components meet appropriate regulatory requirements. While each level in the engineering series participates in producing details, plans, specifications, etc., this level differs from higher level Senior Engineer level in that incumbents in that title are responsible for a broader scope of work, directing and reviewing the work of lower-level engineering staff, and the requirement to possess a Professional Engineer’s license. While supervision is not a responsibility of this class, incumbents provide guidance to lower-level engineer and support staff as required.  Does related work as required.  

 

REQUIRED: A Bachelor's Degree* in Civil Engineering or closely related field and three years of experience in civil engineering, one year of which the primary function of the position was in the design of construction projects.

 

DEFINITION: Civil Engineering is defined as the design, construction, and maintenance of the physical and natural built environments including roads, bridges, dams, wet lands and other utility structures.

 

SUBSTITUTIONS: (1.) Successful completion of a Master’s Degree* in Civil Engineering or closely related field may be substituted for one year of general experience. (2.) Possession of a license to practice as a Professional Engineer in New York State may be substituted for all required experience. 

 

SPECIAL REQUIREMENT: Possession of a valid license to operate a motor vehicle in the State of New York will be required at time of appointment and maintain same while in the title.

Located in the Department of Environmental Facilities – Various Locations: Under supervision, incumbents perform a variety of recurring light and heavy manual laboring activities in grounds maintenance, building maintenance or at other County facilities. Work involves the performance of unskilled or semiskilled manual tasks that are readily learned on the job.  The majority of work assigned is routine and repetitive in nature and once learned, can be carried out without difficulty and without direct supervision.  Incumbents may occasionally perform some higher-level tasks when assisting higher-level maintenance staff. Work assignments are verbal, in writing or are standard operating procedures. Once trained, workers are expected to perform many assignments with independence, exhibiting some initiative and judgment in typical work situations. Incumbents do not have responsibility for making difficult or technical work decisions. This class differs from the class of Maintenance Worker (Utility), which requires higher-level technical and mechanical skills, more frequent use of complex tools and greater understanding of the scope of work to be performed.  In addition, Maintenance Workers are expected to exhibit more initiative and judgment in non-routine work situations than Maintenance Laborer (Utility). Incumbents may function in a lead capacity over seasonal or temporary staff.  Does related work as required.

 

REQUIRED: Either:  (a) a high school or equivalency diploma; or (b) one year of experience in grounds maintenance or general maintenance and repair work; or (c) one year of experience in the operation of automotive equipment such as a tractor, truck or related equipment*; or (d) a satisfactory equivalent combination of the foregoing training and experience as defined by the limits of (a), (b) and (c).

 

SPECIAL REQUIREMENTS:  (1) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety. (2) Depending on work assignment must possess and maintain a valid license to operate a motor vehicle in New York State.

Located in the Office of the County Clerk – White Plains: Under general supervision, an incumbent of this position is responsible for overseeing projects related to the development, integration and maintenance of electronic filing systems in the Legal Division of the Office of the County Clerk. This work involves working directly with the County Clerk and his management team to develop and enhance systems, review operations with a view towards expanding the electronic filing services offered to the public, and in increasing office productivity. Responsibilities also include assisting in managing division activities by serving as a lead worker to division staff to ensure office operations run smoothly; monitoring and participating in the examination of legal documents, and handling more complex issues as they arise. The incumbent must be familiar with the various database systems used in the division such as OnBase, Legal Viewer and the New York Courts Electronic Filing (NYSCEF) and possess knowledge of civil and criminal practices and procedures to enable effective liaison with the public and the New York State Office of Court Administration. Although full supervision is not a responsibility of this class, the incumbent assists in providing leadership by guiding staff on technically complex issues, providing training to co-workers, and assisting in planning workflow to ensure division coverage, particularly as it relates to services to the County and Supreme courts. Does related work as required.

 

REQUIRED: Bachelor’s Degree* and three years of experience where the primary function of the position was implementing civil practices, laws and rules (CPLR) in a legal setting, one year of which must have been at a supervisory level.


 

SUBSTITUTION: Satisfactory completion of 30 credits* towards a Master’s Degree* in Public Administration, Business Administration, or towards a Law degree* may be substituted on a year for year basis for up to two years. There is no substitution for the one year of supervisory experience

Located in the Department of Labs and Research – Valhalla: Under supervision of professional laboratory personnel, an incumbent of this position performs complex and advanced tests in the field of environmental chemistry and bacteriology as assigned. Prepares media, solutions, and standards, as well as maintains equipment in accordance with established procedures. Assists higher level, laboratory personnel in complex analyses. Work is performed in coordination with and responsive to other areas of the Department of Labs and Research. Training and instruction of junior positions is a regular responsibility of this position. The incumbent must maintain a satisfactory rating of performance by the New York State Department of Health for those procedures for which approval has been granted to the laboratory. Work is subject to shift assignment. Does related work as required. 

 

REQUIRED: High school or equivalency diploma and either:  (a) a Bachelor's Degree* in one of the chemical, physical, biological or environmental sciences and one year of laboratory experience and/or training in a recognized laboratory performing technical laboratory procedures in the field of environmental science; or (b) a Bachelor's Degree* which included at least twelve credits in one of the chemical or biological sciences and two years of experience as stated in (a); or (c) six years experience as stated in (a).

 

SUBSTITUTIONS: Satisfactory completion of 30 credits of college level course work which included at least twelve credits in one of the chemical or biological sciences may be substituted on a year for year basis for up to four years of the experience required in (c). Satisfactory completion of 30 credits towards a Master's Degree* in Environmental Science or a related field may be substituted on a year for year basis for up to an additional two years of the above stated experience.
