Located in the Department of Public Works and Transportation – White Plains:  Under general supervision, incumbents of this class perform architectural work by preparing definitions of the scope of work to be performed, preliminary and final architectural designs and details, and construction cost projections. This is the basic architect classification involving independent responsibilities for projects of considerable size, several smaller and/or moderate complex projects.  Each level in the architect title series takes part in the production of details, plans, specifications, cost estimates, etc. This level differs from the Junior Architect in that it requires more experience and more independent judgment and action. The Assistant Architect differs from the senior level in that the Senior Architect plans, directs and reviews the work of Assistant Architects and other subordinate employees, and in the requirement that the Senior level must possess a license to practice as a Registered Architect.  Advancement to the higher level depends on position availability; the possession of a license to practice as a Registered Architect, and on the assignment of more complex duties, on a regular basis, and. Guidance may be given to lower level employees.  Does related work as required. 

 

REQUIRED:  Either (a) a Bachelor's Degree* in Architecture and four years of office and field experience where the primary function of the position was in architecture, one year of which must have been in the design of projects and one year of which must have been in construction administration†; or (b) a Bachelor's Degree* in Architecture Technology and five years of experience as described in (a).

 

SUBSTITUTIONSuccessful completion of a Master's Degree* in Architecture may substitute for one year of the required experience including the specialized experience.

 

†DEFINITION: Construction administration is defined as work which may include, but is not limited to, two or more of the following areas: project budgeting; cost estimating and control; project planning and scheduling; monitoring of construction progress; preparing project and/or bid specifications; ensuring code compliance; meeting with contractors and/or architects to discuss project issues, or authorizing payment on completed work in accordance with contracts.

Located in the Department of Solid Waste Commission – White Plains:  Under the supervision of the Director and/or Deputy Director of Solid Waste, an incumbent of this class is responsible for performing inspections, investigations, research and related administrative support and staff functions for the Westchester County Solid Waste Commission related to the Westchester County Solid Waste and Recyclables Collection Licensing Law.  Incumbent performs inspections of solid waste facilities including transfer sites and recycling centers, as well as the facilities, offices and equipment of businesses engaged in refuse collection, transport, processing or disposal.  Incumbent conducts site visits and audits and may accompany a collection route and observe operations.  The incumbent will also analyze data available to the Commission to assist in the identification of potentially fraudulent activity. The Senior is distinguished from the lower level Solid Waste Inspector in that the incumbent in this position handles the more difficult investigations and complex data analysis. Further, this position takes a more active role in conducting the required preliminary background investigations on companies and their principals prior to any action being taken by the Commission. Supervision may be exercised over Solid Waste Inspectors.  Does related work as required.

 

REQUIRED:  Possession of a high school or equivalency diploma and either: (a) five  years of experience  where the primary function of the position was in either  consumer protection, inspection or code enforcement field; or (b) five years of work experience which included evaluating financial data, auditing documentation, or conducting investigations; or (c) five years of staff or administrative support experience which included or was supplemented by three years of experience in law enforcement which included experience conducting investigations; or (d) Current registration as a Certified Fraud Examiner with the Association of Certified Fraud Examiners.

 

SUBSTITUTION: Satisfactory completion of 30 credits* may be substituted on a year for year basis for up to three years of the above stated experience.
