Located in the Department of Environmental Facilities – New Rochelle: Under general supervision, of the Director of Wastewater Treatment an incumbent of this position directs the operation, maintenance and repair of multiple wastewater treatment plants, each with unique processing and permit requirements; or of the Mamaroneck or New Rochelle wastewater plant, including responsibility for the biological nutrient removal (BNR) process.  This position is responsible for the water pollution control procedures and for making studies to improve the economy and quality of treatment and to determine the suitability of industrial wastes for discharge into the sewerage system.  There is considerable latitude for independent judgment and action.  Responsibilities include budget preparation and oversight of spending related to assigned plant operations.  Supervision is exercised over skilled mechanical, technical, semi-skilled and laboring employees.  Does related work as required.

 

REQUIRED: High school or equivalency diploma and possession of a Certificate** as a Grade 4A Wastewater Treatment Plant Operator issued by the New York State Department of Environmental Conservation, eight years experience (pre or post certificate) in the operation of a wastewater treatment plant of at least 5 m.g.d. capacity including three years of supervisory experience in a Grade 3 or 4 wastewater treatment plant.

 

SUBSTITUTION: A Bachelor’s degree in Civil Engineering, Sanitary Engineering, Chemistry, Chemical Engineering or closely related field may be substituted for four years of the above general experience.  There is no substitution for the three years of supervisory experience.

 

**SPECIAL REQUIREMENTS: Incumbents must maintain a valid Grade 4A certification for the duration of their appointment. Incumbents are responsible for a wide variety of repairs and maintenance work on all types of landfill, automotive, diesel and heavy equipment vehicles. This position is not intended to accommodate those who perform maintenance and repair exclusively on "passenger cars".  In addition, this class is responsible for carrying out a preventive maintenance program, required maintenance, and mechanical repairs on disabled equipment in the field.  This position is distinguished from Auto Mechanic II in that the higher level position requires possession of various licenses (see below).  Supervision may be exercised over lower level mechanics in a leadership and training role.  Does related work as required. 

 

REQUIRED: Either: (a) high school, equivalency or automotive trade school diploma and four years experience where the primary responsibility of the position was in both automotive and heavy equipment diagnostic and repair work; or (b) eight years experience as described in (a); or (c) a satisfactory equivalent combination of the foregoing training and experience as defined by the limits of (a) and (b).

Located in the Department of Public Works and Transportation – Valhalla: Under general supervision an incumbent of this class operates and participates in a wide variety of maintenance and repair work associated with a high pressure heating plant (in excess of 15 psi), ventilation systems and allied equipment. This is considered the full- performance level operator in a high pressure heating plant. Incumbents may work independently or as part of a team, may function as lead worker, and may oversee the training of lower level operators. Assignments may be generated by oral or written instructions, and when assigned to a shift, the incumbent ensures proper functioning of all equipment by constant surveillance and performing routine maintenance and emergency repairs. Incumbents use independent judgment in emergencies by following established procedures. Supervision is not a responsibility of this class. Does related work as required.  

 

REQUIRED: A high school or equivalency diploma and four years of experience where the primary function of the position was in the operation and maintenance of a heating plant, at least two years of which must have been in a high pressure (in excess of 15 lbs. psi) plant and building refrigeration or air conditioning system, which also shall have included experience in the operation and repair of related electrical and mechanical equipment.

 

SUBSTITUTION:  College* education or post-secondary course of study in HVAC or a closely related field which included a course in boiler room, heating plant or air-conditioning/refrigeration operation, maintenance and repair may be substituted at the rate of 30 credit hours for one year of the general experience up to a maximum of two years. There is no substitution for the two years of specialized experience.

Located in the Department of Parks, Recreation and Conservation – Various Locations: Under supervision, incumbents perform a variety of recurring light and heavy manual laboring activities in grounds maintenance, building maintenance or at other County facilities. Work involves the performance of unskilled or semiskilled manual tasks that are readily learned on the job.  The majority of work assigned is routine and repetitive in nature and once learned, can be carried out without difficulty and without direct supervision.  Incumbents may occasionally perform some higher-level tasks when assisting higher-level maintenance staff. Work assignments are verbal, in writing or are standard operating procedures. Once trained, workers are expected to perform many assignments with independence, exhibiting some initiative and judgment in typical work situations. Incumbents do not have responsibility for making difficult or technical work decisions. This class differs from the class of Maintenance Worker (Utility), which requires higher-level technical and mechanical skills, more frequent use of complex tools and greater understanding of the scope of work to be performed.  In addition, Maintenance Workers are expected to exhibit more initiative and judgment in non-routine work situations than Maintenance Laborer (Utility). Incumbents may function in a lead capacity over seasonal or temporary staff.  Does related work as required.

In general, jobs involve learning such trade practices and skills as: the proper use of tools and equipment of the trade; the order of assembling parts and what tools and equipment are needed; how to read blueprints, sketches and technical manuals to understand the functions of the parts or systems, to plan and lay out work, to find faulty parts, to perform work; repair techniques to be used including methods used in getting the right fits or tolerances; how to make adjustments and calibrations. REQUIRED: A high school or equivalency diploma and either:  (a) three years experience in repair or maintenance of mechanical equipment under the supervision of a skilled trades worker; or (b) completion of an appropriate two year technical school course*.

Work assignments are verbal, in writing, standard operating procedures, or are sometimes independently selected and carried out by the incumbent. REQUIRED: High school or equivalency diploma and one year experience in water and/or wastewater treatment system maintenance and/or repair.

 

SPECIAL REQUIREMENTS: (1) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety. (2) Depending on assignment must possess and maintain a valid license to operate motor equipment in New York State, appropriate for the type of motor equipment operated.

 

NOTES:  (1) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment.  Part-time experience will be prorated based on a 35 hour workweek.

(2) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by

Located in the Office of the District Attorney – White Plains: Under general supervision, the incumbent of this position, which is located in the District Attorney’s Office and the Department of Public Safety, oversees and coordinates a variety of county and third-party electronic criminal analysis systems and projects linking various data sources to support criminal enforcement efforts.  The incumbent ensures efficient and accurate data and operability for criminal analysis across departments and jurisdictions.  This position participates in intra/inter-agency meetings and conferences, makes presentations and implements new projects, phases and expansions in a timely manner.  Criminal analysis work is performed as workload allows.  This class is distinguished from the lower level Crime Analyst class by responsibility for the systems, processes and projects used in the performance of criminal analyses.  The Senior Crime Analyst provides guidance and leadership on criminal analysis work and the systems used for this and may supervise subordinate staff.  Does related work as required.

 

REQUIRED: A Bachelor’s Degree* and either:  (a) three years of experience (pre or post degree) in a law enforcement agency where the primary function of the position was working with and analyzing criminal information, which included using SPSS, ArcView/ArcGIS, Analysts Notebook or similar applications; or (b) three years of experience (pre or post degree) where the primary function of the position was using SPSS, ArcView/ArcGIS, Analysts Notebook or similar applications, which included responsibility for preparing and providing data, performing statistical analyses, creating tables, etc.; or (c) three years of experience (pre or post degree) where the primary function of the position was conducting investigative work in or for a law enforcement agency and which involved analyzing criminal information using SPSS, ArcView/ArcGIS, Analysts Notebook or similar applications; or (d) four years of experience (pre or post degree) where the primary function of the position was performing research, data analysis and analytical report preparation using automated systems; or (e) a satisfactory equivalent combination of training and experience as defined by the limits of (a), (b), (c) and (d).

 

SUBSTITUTION:  Satisfactory completion of 30 credits* towards a Master’s Degree* in criminal justice, statistical analysis, or a related field may be substituted on a year for year basis for up to two years of the above stated experience.
