Located in the Department of Community Mental Health Ė White Plains: Under general supervision, an incumbent of this class conducts a departmental community relations program with a targeted constituency or client group.† An incumbent is responsible for the development and implementation of a program to provide the community, public interest groups and constituents with assistance and advocacy in understanding and accessing various available County services; identifying demonstrated needs for new or improved services; and acting as liaison between departmental staff and the public.† Supervision is not a responsibility of this class. †Does related work as required.

 

REQUIRED: Possession of a high school or equivalency diploma and either (a) six years of experience where the primary function of the position was in community or public relations, community education or community services; or (b) six years of experience where the primary function of the position was administrative support which involved responding to inquiries from the public, community groups and advocacy groups; or (c) an equivalent combination of training and experience as defined by the limits of (a) and (b) above.

 

SUBSTITUTIONS: (1) Satisfactory completion of 30 credits towards a Bachelorís Degree* may be substituted on a year for year basis for up to four years of the above stated experience. (2) Satisfactory completion 30 credits towards a Masterís Degree may be substituted on a year for year basis for up to two years of the above stated experience. (3) Verifiable volunteer experience in community or public relations, community education or community services may be substituted for an equal amount of the above stated required experience.

 

SPECIAL REQUIREMENT: Possess and maintain a valid license to operate a motor vehicle in the State of New York.

 

NOTE: The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment.† Part-time experience will be prorated based on a 35 hour workweek.

 

*SPECIAL NOTE: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Education Department as a post-secondary, degree-granting institution.

 

SALARY:

Located in the Department of Social Services Ė Various Locations: Under the general direction of a higher level manager or director, incumbents generally manage a significant component of a District Office providing temporary assistance services. Responsibilities include those functions assigned to Temporary Assistance Manager Iís, and in addition, incumbents interpret policies, regulations and directives; develop and implement procedures in accordance with Federal, state and local mandates; develop performance measures and procedures for the collection and analysis of performance data; work within less clearly defined regulations and directives; and are expected to exercise a high degree of initiative in carrying out program and management objectives. Incumbents are responsible for more complex programs and provide direct supervision over a number of managers and/or supervisors and indirect supervision is exercised over a significant number of subordinates.† Does related work as required.

 

REQUIRED: A Bachelor's Degree* and six years of experience where the primary function of the position was examining, investigating or evaluating claims for temporary assistance** in a public social service agency and/or a public social services contract agency, two years of which must have been at a management or administrative level.

 

SUBSTITUTION: A Masterís Degree* in a Management or Administration field or in one of the Social Sciences may be substituted for the above experience at the rate of 30 credit hours per year for up to two years. There is no substitution for the two years of specialized experience.

 

NOTES:† (1) ** Experience in examining, investigating or evaluating claims for temporary assistance experience would be for programs such as: public assistance, food stamps, medical assistance, child support, day care, or similar financial assistance programs. (2) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment.† Part-time experience will be prorated based on a 35 hour workweek. (3) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.
