County Housing Programs
Technical assistance and/or county grants are available for the development and stabilization of the county’s affordable housing stock. These funds, from various programs explained below, may go to homeowners, tenants, landlords, developers, homeless families, senior citizens and households with a disabled family member.

Westchester County will assist in the acquisition of real property with the intent to develop new construction, redevelopment, or adaptive reuse for  affordable homeownership or rental housing purposes. This affordable housing may be single or multi-family. These projects may also be mixed-income in nature as long as the income mix meets the minimum affordability thresholds for sales or rental projects, respectively.
Westchester County will assist in the construction of municipally-owned infrastructure with the intent to develop new construction, redevelopment, or adaptive reuse for affordable homeownership or rental housing purposes. This affordable housing may be single or multi-family. These projects may also be mixed-income in nature as long as the income mix meets the minimum affordability thresholds for sales or rental projects, respectively.
HOME funds may be used to develop and support affordable housing. Eligible activities include: property acquisition for the development of new construction, or rehabilitation of affordable homeownership or rental housing units. Housing may be single or multi-family.
WRAP Funds are used for energy conservation measures to rehabilitate single family homes. Eligible conservation measures include roof replacement, boiler replacement, window replacement, and storm door replacement.
HIP funds may used for needed repairs and improvements of owner-occupied single-family homes, owner-occupied 2 to 4 family residences, condominiums and cooperatives.  Improvements may include replacement of a roof, upgrade of electrical, plumbing and/or heating systems.
LSW funds may be used to rehabilitate single or multi-family housing units, eliminating or controlling lead-based paint hazards in homes. Eligible activities include: assessment, encapsulation, and rehabilitation of accessible surfaces.
PIP funds may be used to rehabilitate single or multi-family housing units. Eligible activities include: property acquisition, or rehabilitation for affordable homeownership or rental housing purposes, including accessory apartments.
 
RESTORE funds are used for emergency repairs of single-family homes, or a one-to-four family residence, owned by elderly households (age 60+) and occupied as their primary residence.
The Housing Opportunities for Persons With AIDS program awards grants for the rehabilitation, expansion or conversion of buildings into housing for persons with AIDS.  It also funds certain related social services, operating expenses and rent subsidies.  Primary consideration is given  to the funding of an on-going rental assistance program.
Section 8 Housing Choice Vouchers assist families to pay their rent in existing housing units up to an allowable maximum. or even to support homeownership opportunities for families participating in the county’s Family Self-Sufficiency program.
HOPWA funds may be used for rental assistance and short-term rent, mortgage, and utility shut-off assistance; certain related services such as, housing information services; supportive services such as counseling, case management, nutrition services, and medical services; and operating costs for housing including maintenance, operating, furnishings, equipment or supplies.
Section 8 Housing Choice Vouchers may be used by current participants in the Westchester County Section 8 program to assist with mortgage payments on the purchase of a home.
ADDI funds may be used towards the purchase of a single family residence, a two-to-four family building, a condominium unit, or a cooperative unit as long as the housing will be used as the family’s primary residence.
The Emergency Shelter Grant program award grants for the rehabilitation, expansion, or conversion of buildings into homeless shelters. It also funds certain related social services, operating expenses, and homeless prevention activities.
