The term “fair and affordable housing” refers to housing, whether for rent, shared ownership or outright purchase, provided at a cost considered affordable in relation to incomes that are lower than what is needed to access housing on the open market. The rent or sales price is usually determined through the use of deed restrictions or other documents and also provides that the homes are made available to households within certain income limits. This housing may also be provided to those with age or physical limitations.
