Preschool Education Program (PEP)

 

Children with Special Needs Bureau (CSN)) is comprised of three programs: the Early Intervention Program (EIP), the Preschool Education Program (PEP), and the Physically Handicapped Children's Program (PHCP).

The Health Department has assumed a leadership role in assisting families and providers to develop services that allow children with disabilities to receive services in their homes and/or along with their non-disabled peers.

The Health Department also continues to help shape county and state policy through a number of partnerships including the Governor's Early Intervention Coordinating Council, the Downstate Regional PHCP Workgroup, the Downstate Regional Early Intervention Officials Workgroup, and the State Education Commissioner's Advisory Council.

Program Highlights:
The Preschool Education Program serves hundreds of  preschoolers aged 3 to 5 with disabilities.  In addition to acting as a fiscal agent, the Preschool Education Program works with school districts and families to develop appropriate Individual Education Plans for preschoolers and to assure that services are delivered in the child's natural environment to the extent possible.

Preschool Education Program Services:
The Preschool Education Program (PEP) is available to help parents of children with special needs learn about support services and with special needs learn about support services and educational options within the community.  Preschool children with special needs may be eligible to receive services via their school district which may include:

  • Speech therapy
  • Physical therapy
  • Special education

Preschool Education Program staff members are available to:

  • attend meetings where decisions about services are made
  • train parents and childcare sites on inclusion
Eligibility:
Eligibility is determined in accordance with New York State Department of Education standards.   Contact your local school district to arrange to have your child's needs assessed by an approved evaluator.  Evaluations are available at no cost to the family.

Cost:
A preschool child who has been found to have special needs will receive services at no cost to the family.
