Section 119.01 of the Westchester County Charter, The
Department of Finance and the - administer the financial affairs of the County, including the collection of all taxes, assessments, license fees and other revenue; - are responsible for the custody and safekeeping of all funds belonging to or by law deposited with, distributed to or handled by the County; - control the disbursement of County funds; and the keeping and supervision of all accounts; - and are responsible for any such other duties as may be prescribed by law, by the County Executive or the County Board, not inconsistent with the provisions of this act.
