The county's Solid Waste Commission was established by County Executive Andy Spano and the Board of Legislators to foster honesty and competition in the garbage and recycling industry, thereby keeping costs to consumers down. As part of that, the county adopted a Customer Bill of Rights.
 
The commission requires that all carters have a county license to operate and does extensive background checks before it will issue a licence.
