The Criteria for Submission
- The solicitation includes
completed new and previously performed work by a living composer
residing in or having spent a substantial time (born or educated) in
New York State.
- Works will be judged on the
appropriateness for the occasion and any completed work, whether
premiered or unperformed, will be considered.

symphony orchestra and chorus to enable full participation by the
community, but the work may be for smaller ensemble and may include
vocal soloist(s) and any combination of adult, children’s or gospel
chorus.
- Appropriate works for
orchestra or orchestra and soloist will be considered.
- The music must be suitable
for an outdoor performance with amplification to be performed by
professional musicians (which may be supplemented by skilled amateur

history of performing classical music. Children's chorus, if required,
will be conservatory chorus quality; gospel chorus, if required will
be drawn from avocational and church- affiliated performers.

recording may be submitted for consideration but a score and parts
must be supplied by winner upon selection. The Commission or County is

are encouraged to submit a sound rendering in addition to the score to
permit committee members who do not read music to fully participate in
the selection. Finalists may be asked to submit a CD or MIDI of the
work for consideration by the entire committee.
- Composer selected will be
expected to be present at the ceremony and, if possible, at other
promotional events leading up to the dedication, scheduled for Sunday afternoon, September 11, 2005.
- Use: The work may be recorded
for cable television and radio broadcast. A commemorative CD of the
work may be given to families of 9/11 victims. With the consent of the
composer and appropriate compensation, a commemorative printing of the
work may be made for subsequent performance. Any use of the work as
described above shall be the subject of a contract between the
composer and the committee.
- Honorarium: The composer and
collaborator together shall receive a honorarium plus travel expenses
from Friends of Parks, to be determined upon selection.

“The Rising”
September 11th Memorial Description and Background
In the aftermath of September 11, 2001, Westchester County Executive
Andy Spano and the Board of Legislators embarked on a project to develop
a memorial to honor the 109 Westchester residents who perished in the
tragedies. It was decided that family members of those who died would
make the final determination of where the memorial should be located and
what feelings it should convey.
Families selected Kensico Dam Plaza as the site because of its central
location. They wanted the memorial to be a welcoming destination for
individual remembrance and reflection that would leave the visitor with
a feeling of hope for the future. Thirty-seven artists and architects
from around the country answered the county's request for memorial
design. A selection committee was formed, comprised of several family
members, county staff and professionals in the field of public art.
The families unanimously selected "The Rising." It is the work of Frederic Schwartz, an internationally
renowned Manhattan architect who, among many other accomplishments,
designed the new Staten Island Ferry Terminal and who was also selected
to create the September 11th Memorial for the State of New Jersey. He
also founded the THINK team, whose design was selected as a finalist for
the redesign of the World Trade Center.
“The Rising” is an
80-foot sculpture of 109 intertwining stainless steel strands that reach
skyward. The memorial will include the names of all 109 Westchester
residents who died and a quotation chosen by their loved ones. The words
will be engraved along the outside of the memorial’s circular base.
Perennial plantings and benches will surround the base, with the Kensico
Dam as a backdrop.
Mr. Schwartz, whose place of business was in view of the Twin Towers and
who is donating his time to the project, said that he wanted to design a
memorial that expressed the immensity of such a loss while still
conveying a sense of hope. His intention was to honor each person
individually and unite them together as a community.
