County Executive Spano and the rest of the County government delegation
met with Dr. Xiaohan Liao, Deputy Director of the Ministry and head of its
Department of High and New Technology, along with Mr. Li Xin, the program
officer for the Americas Division of the Ministry’s International Cooperation
Department.

The discussion was wide ranging, open and friendly – as you
would expect from what is essentially a global scientific community. We
focused particularly on the areas of interest where the Ministry was investing
its money. This has included investments in joint venture high tech incubators
in foreign countries. They will be investigating the possibility of that as
well as other cooperative research with universities and companies in Westchester.
