Team Westchester is a partnership of major economic development agencies created specifically to help companies find the resources they need to succeed and expand in Westchester. Our team includes the Westchester County Office of Economic Development, the Count of Westchester Industrial Development Agency, local utilities, the Westchester County Workforce Investment Board, the Empire State Development Corporation (ESDC) and other business organizations.

Team Westchester offers a "one-stop shopping" approach to a variety of services, ranging from financial assistance to site selection. While the specifics provided depend on a business’s requirements, the following are some of the services available from Team Westchester.

Development Financing
Acquisition, construction, reconstruction, equipping and furnishing of certain private and not-for-profit projects can be funded through the sale of taxable/tax-exempt securities issued by the Westchester County Industrial Development Agency (IDA). The IDA can also provide exemptions from sales tax for certain pre-approved expenditures related to a project.

Energy Cost Reductions
Con Edison, the major utility serving Westchester County, offers an energy reduction program, known as the Business Incentive Rate (BIR) designed for projects of major economic impact and/or significant job retention. The BIR is offered in partnership with the County of Westchester Public Utility Service Agency ("COWPUSA").

Business Services
The Empire State Development Corporation (ESDC) offers a very broad range of services and programs to assist businesses of all sizes through programs that reward and encourage job growth, construction and other forms of economic development and investment, e.g., eligible banks and businesses can apply for interest rate subsidies for small business loans. In addition, ESDC subsidizes certain projects that hire and/or train workers for businesses.
