  • Compile a suite of model ordinances that address flood impacts. Consider standards such as no net increase in runoff volume from new development and strict standards for redevelopment. Provide a better framework for local land use and zoning decisions.

  • Stormwater Infrastructure: (Westchester County with Municipalities, NYS DOT)
    • Local municipalities to map municipal storm sewer systems.
    • County to work with watershed municipalities and others to compile information and identify problem areas and evaluate opportunities for improvements.
    • Create a program for inspection and maintenance of stormwater management structures and systems.

  • Flood Advisory Groups: (Westchester County with Municipalities, State and Federal Agencies)
    • County Flood Action Plan Task Force to advise Westchester County and its municipalities on priorities for short term action items, review and evaluate ongoing work efforts and reports, and provide direction on long term strategies.
    • Progress Report: Schedule fall progress meeting to report on the status on each of the action items including timeframes for implementation.

  • Flood Advisory Groups: (Westchester County with Municipalities, State and Federal Agencies)
    • Municipalities to create watershed-based intermunicipal work groups to look at stormwater and flooding issues specific to their watershed and work with the County, State and Federal Agencies and the County Flood Action Plan Task Force to identify and prioritize projects, and seek funding to implement them.
    • Establish interagency committee to meet on bi-annual or annual basis with local and county representatives to review progress on short and mid term actions and identify strategies and funding opportunities for long term flood damage reduction.

  • Funding: (Westchester County with state and federal entities)
    • Westchester County to work with BOL on a new capital project entitled Flood Damage Reduction Program with significant funding to partner with local municipalities, state and federal agencies on projects designed to reduce or otherwise limit damage resulting from floods. Criteria for funding will include demonstrated benefits to flood reduction and a commitment to incorporate other strategies in local flood reduction plans.

    • Seek additional funding through state and federal sources including but not limited to Federal Emergency Management Agency (FEMA) and State Emergency Management Office (SEMO).
    • Work with US Army Corps of Engineers (USACE) to identify potential non-federal sponsors to implement/construct priority projects.

  • Private Stakeholder Outreach:  Schedule meetings for other major stakeholders, including business and institutional entities with major property holdings such as office parks, campus hospital facilities, school districts to review the role they can play in dealing with flooding and specific opportunities for stormwater retention or other flood reduction measures they can implement in their respective municipalities.

    • County Website:  Create a website on flooding with information, resource links, a list of action items identified at summit, copies of key reports and a portal for input by local officials and residents and to monitor progress on action items by county with partners.
    • Make sure every homeowner knows if they live in a 100-year floodplain or flood-prone area.

  • Education:  (Westchester County)
    • Create an education program on flooding, why it floods, where, and when, how to prepare for floods and how to protect against flood damage.
    • Work with existing citizen based groups such as Westchester Municipal Planning Federation on a seminar or workshop series focusing on green technology and the role it can play in stormwater management and flood damage reduction.

  • Regulatory Controls:
    • MS4 Regulations: Work with NYS DEC and municipalities to modify regulations to specifically address stormwater management for flood control and flood damage reduction.
    • County Stream Control Law: Review current Stream Control Law and consider expansion of jurisdiction, standards and requirements to control development within and contributing to regulated stream channels.
    • County Sanitary Code: Expand review of proposed subdivisions by County Department of Health to incorporate stormwater runoff management.
  • Flood Control Entity: Investigate the formation of a watershed-based regional flood control entity focusing on stormwater management, flood mitigation and related issues.

  • Initiate and complete the Westchester County Streams Reconnaissance Report
    • Identify the Water Resources problem(s)
    • Identify potential solutions to those Water Resources problem(s)
    • Determine whether there is preliminary Federal interest
    • Identify potential non-Federal Sponsor(s) for follow-on Feasibility efforts
    • Develop the Project Management Plan
    • Begin negotiation of the Feasibility Cost-Sharing Agreement with the non-Federal Sponsor(s)

  • Complete the Blind Brook Floodplain Management Services Watershed Study
    • Award the contract for remaining tasks by the end of June
    • Conduct site visits and meetings with City of Rye and Rye Brook.
  • Initiate the Comprehensive Response Document
    • Identify the Water Resources problem(s)
    • Identify potential solutions to those Water Resources problem(s)
    • Determine whether there is preliminary Federal interest
