Request for Proposal: Selection of a Carrier to provide Transportation for Preschool Children with Special Needs to Mt. Vernon Special Needs Pre – K Program.
Westchester County Department of Health (WCDH) is soliciting competitive and reasonable prices for the provision of transportation for preschool children with special needs who attend the Mt. Vernon Public Schools 4410 Special Needs Pre – K Program. It is anticipated that the contract resulting from this process will be for the period of November 1, 2008, through August 31, 2009 and will include up to four one year extension options. To be eligible to bid, the company must have three school years experience providing school related transportation within the past five years; one school year experience providing transportation to three or more children with disabilities within the past five years; the firm must demonstrate that it has or can obtain the required insurance coverage; the firm must demonstrate compliance with the Omnibus Transportation Employees Act of 1991; and the firm cannot currently be in Chapter 9 or Chapter 11 bankruptcy.

The Office of the
Westchester County Clerk serves the public in a region with over 940,000
residents. The position of County Clerk is the oldest elected office in
Westchester County, having been first established in 1683. The duties of
the Westchester County Clerk include maintaining and preserving the
official records and documents of the County. The project for which
proposals are being requested would provide a solution primarily for our
Legal Division, but must also support our Land Records and Licensing
Divisions.

Request for Proposal:
Redesign of Public Timetables, System Map & System Publications.
The Westchester County Department of Transportation is seeking
proposals from qualified firms to undertake the design of public
timetables, a system map/transit guide, and Bee-Line System
publications. Project tasks will include developing a theme for
consistent appearance (a “family look”) that can be applied to all
Bee-Line printed and electronic materials, producing a graphic style
guide to govern the design of future printed materials, designing a
new Bee-Line system map/transit guide, designing public timetables
for all bus routes in the Bee-Line System, training County personnel
to use the new design templates and interfacing electronic schedule
data with such templates for production and continuing updates, and
providing all “printer-ready copy and art”.Pursuant to Local Law no.
27-1997 of the County of Westchester, the policy of Westchester
County is to encourage the meaningful and significant participation
on County contracts for business enterprises owned by persons of
color and women – Minority Business Enterprise (MBE) and Women
Business Enterprise (WBE).

DEF Time and Attendance Management
System.
Westchester County
is seeking proposals from qualified vendors (companies) to provide a
centralized, simple to use, capable and cost effective system that will
be used for recording and tracking time and attendance for an estimated
400 employees across 22 physical locations and several off-site
locations. The preferred system should make use of web technologies for
reporting and administration and employ a biometric system (hand scan or
finger print) to capture and record sign-in and sign-out times at the
physical locations. For employees in the field, the system could employ
either voice recognition or some other effective, reliable and secure
means for collecting and recording time and attendance. In addition the
system should be able to easily and effectively integrate with other
Westchester County systems through APIs or some other automation
mechanism.
