You really never know.  Look for what just isn’t right.  It may be one or more of
the things listed below or it may be when you look at the entire picture of
what’s going you know something’s up!  Is what you are watching somebody
“casing” or surveilling as if planning something or does it look like the person
is about to take some immediate action?

Locations – Is this a political or high profile target?

•  Power Plant

•  Dam

•  Fuel Farm, pipeline or refinery

•  Financial Institution

•  Government Facility

•  Aviation (Commercial or General)

•  Subway or Train Station

•  National Monuments or Icons

Activities – What are they doing?

•  Persons or vehicles seen at the same location numerous times
  over an extended period without any apparent legitimate purpose.
   

• Persons who don’t fit in.  Clothing out of sync with the weather
  or surroundings.
   

• Persons taking pictures or drawing diagrams in a location not
  usually of compelling interest to visitors.
   

• People attempting to hide their actions from public or video camera
  view.
   

• Extended interest in security personnel and routines or security
  access controls.
   

• False Alarms or Bomb Threats at locations where responder’s
  actions are being observed.
   

•  Direct questioning of employees as to security measures currently
  in place.
   

• Vehicle being illegally parked in a restricted area and the driver is
  leaving the area.
   

• Persons operating official vehicles (ambulance, UPS Truck, 
  FedEx, Post Office vehicle, etc.) who’s clothing or uniform doesn’t
  match  the vehicle.
