  • Purpose: Provide information and cost estimates to local municipalities
  • Recommendations:
    • Draft Stream Control Act
    • Draft Floodplain Zoning Ordinance
    • Share information with municipalities to determine course of action for implementation of $10 million worth of storm water management projects
    • Continue to collect data
  • Outcome: Stream Control Act adopted in 1956

  • Purpose: Address management problems of flooding
  • Recommendations:  Each municipality must “Regulate the use of lands within its borders to preserve and protect the lives, livelihoods and resources of the residents.”

  • Conclusion:
  • North county – greater regulatory control and less flooding
  • South county – less regulatory control and larger areas of flooding

USACE Role in Flood Damage Reduction Projects

  • The Flood Control Act of 1936 gave the Corps the mission to participate in flood damage reduction projects under certain statutory circumstances.


  • Corps flood damage reduction efforts range from small, local protection projects (levees or non-structural flood control measures) to major dams.


  • What is Flood Damage Reduction?


  • The Corps has constructed 5 flood damage reduction projects on streams within the Westchester County area.
